Day 1 - Features Day


Kirsten Wyatt is the executive director and co-founder of ELGL. Previously, she served as Assistant City Manager of West Linn, Oregon. Also at the city of West Linn, she was employed as the Assistant to the City Manager and the Finance Analyst. Prior to her tenure in West Linn, she served as a budget analyst for the Virginia Department of Education; as a graduate assistant with the Town of Chapel Hill, North Carolina; and as a communications consultant with Pacific Public Affairs. She has a Bachelor of Science degree in Politics from Willamette University in Salem, Oregon; and a Master of Public Administration Degree from the University of North Carolina in Chapel Hill, North Carolina.

Day 2 - Data Day


Erin Latham founded Mo’mix Solutions in 2008 with the goal of delivering cloud software and technology consulting services that drive better outcomes for the public sector and education. She has served as a technology government adviser focused on process improvement and software that supports ERP, Courts, & Citizen business intelligence, and open data/transparency. In addition to providing a consulting team of specialized technology and government business consultants, Mo’mix also offers services that help clients more easily report and analyze operational performance, and gives them the ability to share data with the public. These solutions have been recognized by the Center of Digital Government, GFOA and Hitachi for Best Return on Investment Solution for the Public Sector.

Day 3 - Messaging Day


Nancy Leuenhagen is the communications director for Washoe County. As a former television and radio journalist, Nancy brings three decades of media and communications experience to the position and prides herself on using those skills to connect the public to each and every aspect that Washoe County has to offer from our 24 departments and to tell the story of what makes Washoe County a leader in innovation, integrity, and public service. Prior to working at Washoe County, Leuenhagen served as the Communications Manager and Public Information Officer at the Washoe County School District. In her nearly two decades as a broadcast journalist working as a television news anchor/reporter and radio talk-show host in the Midwest, Nancy’s interviewed a former U.S. president, the sitting president, presidential candidates, politicians, entertainers, and authors. But the hardest interview of all was with her husband, Tim, who doesn’t like to be behind a microphone. Leuenhagen, who holds a BS degree in Broadcast Journalism from Southern Illinois University, Carbondale, has been honored throughout her career, with accolades such as: Women of Achievement award from the Nevada Women’s Fund, Public Relations Society of America’s Silver Spike Awards, and the YWCA’s Women of Distinction Award for arts and entertainment.

Day 1 - Features Day


Nick is a gifted speaker, thought leader, coach and facilitator. He is the author of the best-selling government innovation book Sustainovation: Building Sustainable Innovation in Government, One Wildly Creative Idea at a Time, and spent the last 15 years in government, most recently as a Chief Innovation Officer. He has won three national innovation awards and founded one of the first five government innovation offices in the country. During his government career, Nick directed 17 different divisions and developed over 65 unique or first-of-their-kind pilot projects while directly generating $7.8 M in savings and pioneering the concept of Innovation Value. Nick is a dynamic TEDx speaker (Life 2.0) — and in his main time, he is a father, husband, BBQ champ, and avid disc golfer.

Day 2 - Data Day


Cory, Vice PResident of Strategic Development, brings a solid background in local government, general administration, budgeting and financial management, fundraising, policy development, and public speaking to her role at Polco / NRC. She has spoken around the country on topics including civic engagement and innovation in local government. While employed at Northern Illinois University, Cory co-authored research papers for local government, including an article on shared service delivery published in a peer-reviewed, professional journal. Cory has helped dozens of local governments and other public-sector organizations find success in better engaging their communities, affecting policies and beneficial change.


Marketing Director Angelica Wedell has worked in multimedia communications for over ten years and is an Online Marketing Certified Professional (OMCP). She enjoys leading the communications efforts and strategies of Polco / National Research Center, networking and speaking professionally at conferences across the country, and writing articles for NRC and partner syndicates. Wedell believes that community surveys and engagement are needed by local governments for making data-based decisions and improving the quality of life of their everyday residents.



As president and CEO at QScend Technologies, Keith provides direction through leadership, guidance, and expertise throughout all phases of product development, as well as throughout all QScend departments. Researching e-government trends to ensure QScend as an industry leader, managing customer relationships, and providing project management are also a part of his day to-day tasks. Keith, the QScend founder, has more than 30 years of industry experience in application programming and in senior management.


Session Hosts and Leaders


Kristee is in charge of marketing and client promotion for QScend Technologies, and she loves helping communities bridge the gap between governments and their citizens. She has been with QScend since 2012, and has assisted many local government partners in "spreading the word" to the public about their (awesome) new citizen service initiatives, as well as introducing QAlert to countless organizations. She enjoys playing fetch with her Siamese cat, paddle-boarding, cooking, and birdwatching in her off time.


The director of communications and learning services for QScend Technologies, and the creator of QScend Academy, Ed has been honored professionally by the New England Press Association and the Association of Chamber of Commerce Executives. Since 2011, Ed has served as a judge for the Web Marketing Association’s website and mobile website awards. He is a bingewatcher, blogger, bookclubber, distance walker, high school umpire, podcast aficionado, and webinerd. Ed enjoys PBS Masterpiece, all things Rutgers, Yankees, and baseball, and being told ahead of time.


Ryan joined QScend Technologies as a Learning Specialist in 2019. He holds an M.S. in Organizational Psychology and a B.A. in Psychological Science. He previously served in a Human Resources role at Pepperidge Farm, Inc. where his interests included training and performance management. In his spare time, Ryan is an amateur horticulturalist and backyard farmer. He also enjoys stand-up comedy, Alternative Rock concerts, and Texas Hold 'Em.
